What are the metal things you put on steep driveways called?

I've heard people just get a length of metal enough for their driveway and to cover the gutter and just drill it down into the road/pavement to prevent theft ..

I was thinking that as well, but then I figure the city would have an issue with drilling in to the pavement.

1.5" pvc pipe the length of the driveway and a couple bags of concrete mix. Put the pvc in the trough of the curb and pour concrete over it. flatten it at the angle you want and let it dry.

^Still going to have an issue with modifying city property without their consent.

Just in case anyone is wondering, a neighbor has one made by www.bridjit.com The price is the same. I am really surprised I cannot find a cheaper premade solution. However, I have yet to go check out the local auto stores to see if they offer something.
