As I understand, the only way to make an offer publicly is if item is listed as: $price OBO. If OBO is not listed, then price is as marked. Perhaps seller may still take offers despite setting a marked price, but no reason to start making offers in the thread. That pertains to the realm of private messaging. Otherwise, the for sale section may soon turn into an auction house.
