ACTUALLY... Cold Air / Short Rams DO Increase HP and Torque.... BUT NOT PEAK!!
lets say your engine makes 120whp PEAK... at like 4000 it only makes 80whp. Well with the Cold Air it will make 87whp, but your PEAK stays the same, or goes up 1 or 2whp. The reason for the gain is the air-flow and the IATs are lower (Intake Air Temperature).
Tested on a Dyno... with a D15 Civic. We also tried the "home leaf blower turbo"... 9hp LESS.... stupid leaf blower couldn't put out enough.
ALSO with the Accords, the factory exhaust is small and restricted to all hell, and changing that will see a nice jump in HP.
