If you get a steering wheel shake, yea, you prly have a steering problem.
Only things are the shaft, no pulse there, the rack, no pulse there, the tie rod ends or the tire both can pulse.
They prly looked at your tie rods while aligning it.
All left is tire. Make sure wheel mounted right, then swap f to r. Pulse stops (or moves), there is your prob!
How tight did you torque the lugs down? Even if you got the rotors turned, over torquing the wheels will cause them to warp again. Especially if a shop did it with an impact. Its one of them leading causes for warped rotors.
Does the wheel move?
Height affects alignment, yes, but a pulse is a continuos change in the alignment.
