I don't think they really care about the height of the headlights, as much as they care about the bumper/hood height. Our wonderful government is coming out with (if they haven't already) regulations for bumper/hood height and shape because of concerns for pedestrian safety.
Seems they get hurt worse, the lower you clip 'em...

Here in Hawaii its lowest maximum height is 22" clearance from center of headlight-to-ground.

since i am tucking 1-2 fingers in the front, i ripped those ****s off haha
LX's dont come with mud flaps 
if thats what youre asking about. and if mine did, i wouldve taken em off as soon as i got my car, right next to those damn visors, haha
as far as fender liners, i ripped mine out last week and rolled my front fenders so i can put my wheels on as soon as i finish the rear.
