This expensive CF lip is still an after market product, so the "quality" (your meaning of how well it will hold up its assembly in a long run) would be the same as the aftermarket ABS lips. They both do hold up quite well like the factory piece tho. James (JV6) has the ABS piece (not Mugen style but) he has it for years. The durability would be the same as well. Unlike PU, CF lips will crack if you hit a large object.
Thus, since you're planning to paint a lip anyway, it would be more cost effective to go with ABS / FRP made lips imo, because this particular CF product is merely for an aesthetic purpose.
CF in replacement of metal (i.e. hood, fender panel, trunk, etc) is a great way of getting some weight reductions, and many ppl believe that it's worth spending some extra money. But I don't see the same advantage of replacing the bumper lip w/ CF, unless you really like the look of its CF texture and/or you're trying for a CF theme for your car.
