Based on what you seem to be looking for in your price range, for coilovers choose between the ksports, F&F Type II's, or Tein Basics. Basics won't dump your car but they offer engineering and ride quality that the other do not.
For a rear sway bar, any upgrade beats the rsb we have on our cars stock. I have the progress 24mm bar. Turns are definitely crisper but I did not notice the massive change that others mentioned (maybe that's because I was used to RWD). The progress bar only costs like 125 bucks so I would say that it is definitely worth the extra change.
I see no advantage in adding a stiffer front sway bar. That seems that you are only decreasing the gains that you would get by changing the rear sway.
