Its illegal to resell used cats so the $155 dollar one is your best bet.

The non-fouler trick will not help a tailpipe emissions test if your state does those.

Summitracing.com has universal 3-way cats for $80. Any muffler shop should weld it up for around $40. I wouldn't use a used cat unless I could verify how many miles it has on it, and even then, a motor that is burning oil will foul a cat quick. If you aren't in a state that does emissions testing, do the test pipe and o2 mod. That is your cheapest route.
