CG5 rev problem!

Well guys, seems like I'm back into the accords!
Anyways, I just recently got one and for some reason I never tried reving it while I was testing it out. So I tried the other day, and it doesn't let it rev pass 4k rpms. Could that be the Distributor? Or would that be a bad crankshaft sensor? I also noticed that my speed sensor also isn't connected, could that also be a cause for it? It has a SOHC F23A1 and it is 5 speed. Any help would be greatly appreciated!

Yes, check engine is on. Crankshaft sensor, camshaft sensor which is the distributor and the speed sensor unplugged.
Yes, oil was recently changed, has 10w 30 I believe castrol gtx. Oil level is good as well.
Car is 5 speed, so no park here. In Neutral, I can rev all the way, as soon as I put it in gear, I can't rev passed 4k.
Vtec solenoid might be a part of it to but I have no idea when vtec is supposed to pop on this motor since its my first time having one. I believe vtec solenoid is also leaking a bit of oil.
