Did timing belt now engine does not move

Ok so I lined the bottom up to the single dot. I put it between the 3 arrows. Which is tdc. I'm not sure what those 3 dots are for. Also I put the cam in the up arrow position. Change the belt made sure the left side was nice and tight still on one dot and up arrow pulled tensioner tighten it down. When I go to start the engine will not turn, I tried to crank by hand also will not turn. I can turn 1 revolution the it stops, go the other way does the same thing. Thanks in advance
