How and where do people get these ion headlights?

The headlights i had on were the ION headlights. They were produce awhile back and no longer in production. They are pretty rare these days and hard to come by.

Anyone no who's accord that is with the big wing on the back for this weeks feature? I think I saw it in a video on youtube once n he chopped the back bumper in half or something.
