you probably need a new cable or just new rear break pads. I have a similar problem but mines not quite as bad as yours sounds, I've tried adjusting the cable but it just didn't work, pretty sure mine is like that cause the cable got stretched out some from yanking the ebrake around turns on dirt roads when I was in high school lol.

any good way to find if the caliper is seized? i have the same problem

Some cars like my Honda pilot for example,have four wheel disc with a drum and brake shoes on the inner diameter of the rear rotor. That drum is used for sole purpose of being an e-brake.
Our 6th gens do not have this on those equipped with four wheel disc brakes.
