Normally it is some d-bag who doesn't have anything better to do. They sit there and make up crap and email it to a bunch of people who forward it on.
Sometimes the original email could be true, but the locations were changed for someone to try to freak someone else out.
Or sometimes someone may just email pics with no text, then some loser makes up a fake description of it and emails it around.
I spend a lot of time on that website (www.snopes.com) that will tell you if emails are true or not. I got into it because I was sick of getting all of those stupid "help save this missing girl" BS emails.
