coarse/fine sandpaper to remove paint
320 sandpaper to wet sand primer to even the primer
power sanders
thinner
primer
paint
clear coat
paint gun
air compresser
cup
mixer stick
masking tape
newspaper
plastic bags to cover the wheels
face mask to protect you from getting high!!!!!!

before you paint the car.i suggest you wet sand the primer slightly to even it out[use warm water with soap]..should be a week work process if you take your time..dont rush when you doing the primer stage..the outcome of it really shows when you start to paint the car

i use to paint my prelude and couple of friends car while i was living in florida..i use to shot 2 layers of primer then 3 layer of paint then 2 layer of clear coat on my old prelude..i did that to everyone of my friend car that i painted...

Make sure you use the air paint gun, I have seen way too many rattle-can painted cars driving around out there and they all look like s***. If your clear coat is peeling, take an air gun run off a compressor and a razor blade and run it along the clear coat and shoot it with the air. Should make quick work of that.
You don't have to put primer on if you are just going over the old coat of paint, score it with the razor or rub it all down with a good grit sandpaper so the paint will stick and you should be good.
I would recommend getting a clear coat to put on over it, but you don't have to do that. After it is a dry and good to go, wash the car and give it a good coat of wax to protect it.
