is there any easy way to make 20-30 hp on these f23 without a turbo or nitrous lol?

looking for some more grunt for my car cause i live inbetween 2 mountains. ive done some research and really came up with nothing. anyone want to chime in? and i saw that throttle body coolant mod, but couldn't find one with pictures.

try removing weight instead of adding power

What cam and what he said, what did you tune it with?

Cam is what allows the power to open up and actualize with all the other supporting mods, regardless of NA or turbo.. So correct, a cam and a tune is what you will need to get real power from bolt ons, and yes if you do it right you can probably get even more than 30whp NA.
