As a general rule anything in the range of 1 lb per inch of diameter is considered lightweight. So a 17" weighing 17 lbs is lightweight. That's leaving aside the extreme width crazy expensive forged stuff that we're not even talking about here. I'm talking 17x7 or 17X7.5 that most people can afford.

A 17" weighing 22 lbs is not lightweight, but it's nothing to worry about either. A 17" that weighs 25-30 lbs is not too smart. If you're going to lug all that unsprung weight you may as well have rims that look baller like 19's. Typically only chrome is going to be that heavy, but there are some exceptions.

I've owned 2 sets of RH c2 evos and 1 authentic Racing Harts c2 3pc set. I've never heard of Kyowa wheels... So I'd pick the RH.. they're nice wheels if you're on a budget. If not, then just buy some 3pc C2s!

I'd say keep shopping... the RH Evo C2s are overplayed, and the Kyowas are too generic. There's lots of good deals to be had... http://rbwheels.com/

Btw, there's a diff between RH and Racing Hart. RH is not the authentic Japanese forged Racing Harts, it's Chinese-made cast.
