I was in that area but I was down the road at Starbucks with friends maybe at the same time, are you taking about a light blue or silver looking Legend sedan it had chrome exahust tips etc and the driver was African American because he was driving like a fool the last few nights at the meeting spots and if it's not him then it might of been a red or burgundy one because they were togther. I'm happy the fool is in jail and the cops in MD/VA don't care if you were not in the pack I was talking to a friend about this yesterday because the same thing happen to him in Fairfax and spent 3 days in jail not fun so screw moco cops and the dumb ricers doing burn outs in public places they give all of us a bad name and should do jail time.
There is a local friday night and sat night meet in rockville starbucks and I won't lie but it's full of dumb kids and adults lol with some of the worst looking cars to man kind and some of them are thieves and plot to still cars by these meets so you will never catch my car there.
In a way I don't blame the cops but at the same time it kind of hurts the normal folk that just want to have a meet and not even start anything but cops will for the most part always look at us because we have modded cars as trouble makers when most of the time it's not true.
