i have a Canon SD750...its like 2 years old...but can do like 10 second shutter speed if need be...you can't manually set it to that...but with the flash off it lengthens your shutter speed to compensate(mine usually gives a shake warning to let you know to use a tripod)....

so some of the more recent P&S cams can do pretty lengthy shutter speeds....alot of my favorite pics i've taken with just a P&S....no need for DSLR...just gotta know how to take advantage of what you got....cause the learning curve for DSLR would just mess you up more....

if you got a couple hours to kill...go to a book store and read a book called "Understanding Exposure"....it is the best book for beginners to photography and will help you understand the basics...you really only need to read the first half of the book as the rest pertains to stuff that you wouldn't need on a P&S...but the first part will help you understand how to problem solve on site...also might want to bring your camera/camera's manual

Tripod + excessively long shutter speeds + no flash = only way I can get decent night pictures out of my point and shoot camera.
