wouldn't the fact that the starter and solenoid are both getting voltage imply that it's not a problem with any relays?

I repaired the main relay this summer cuz it was having a hard time starting on hot days...I suppose I could take it out again and have a look for any cracked joints from the cold...

tried banging on the starter with no luck....it's cold outside so I gave up after a few hits with the hammer.

This is true just throwing possible issues ur way

The positive and negative terminals were cleaned up when I replaced the battery.

Have u checked connection on starter side and check for good grounds grouding issues can be a main factor in a starting problem

bring it into autozone or a specialty shop, sometimes it's pretty cheap when you turn in the core

No time to work on the car today...will try later this week....

still not sure how it started the night before with a jump if the starter is bad...
