OBD2 H22a4 swap will not turn over

I just swapped an '01 H22a4 into my '99 accord and converted to 5 speed. I'm pretty sure I've got the wiring hooked up correctly, I've checked it a few times. The only thing not hooked up atm is the oil pressure sensor, I just need a bigger wrench to swap it because its broken. I've got an jdm/edm OBD2a p5m hooked up with a conversion harness. The car will not crank what so ever. It doesn't prime the fuel pump either, but if i hook up a scan tools, it will prime the fuel pump. There are no codes either. If i hook up the stock auto ecu just to try to crank it, a relay under the dash freaks out and clicks like crazy until I hook up the scan tool, then it stops clicking and primes the fuel pump. With the stock ecu it does throw two auto tranny codes though (obviously). Still no crank either. Just wondering if anyone has any insight for me! Thanks!

It's the ecu immobilizer, go to your local dealer aka stealership to have it reprogram to your key. Another option would be the obd2a P13-A12 ecu, but that's a rare find, took me a year to get one.

There is no immobilzer in the ecu. I've checked. Here's a pic of the ecu board. H1C1 is in the top left in the blank pads. Was not broken off, there was never one there. I attempted to do a lot of research/search before embarking on this swap.

I just reread your your first post and realized you would need conversion harness since the prelude ecu is obd2a our car is pin out for obd2b but you still need to reprogram your key in order for it to start

I guess I forgot to state I had one of those too. OBD2B to OBD2A conversion harness. I have the original keys from the auto ecu. I really don't think its the ECUs since they both seem to act the same except for auto with the auto related problem codes. I think it may be something with the wiring. What would I need to get reprogrammed if I have the matching key, key ring/cylinder, etc, and the ecu doesn't have an immobilizer.

Probably not relevent, but i know the auto's had a safety that wouldnt allow them to start without being in park or neutral. I have no insight into the 5spd swaps and i know there are plenty of loose ends to tie up with the wiring for the auto trans, as far as turning over the starting circuit is pretty simple, might try and start with the Ignition cylinder. also jump the starter solenoid and see if it's not toast and if it will start that way. if it will run by manually forcing the starting system, or push starting, look into that ignition.... Sorry it's late... I just did this damn swap and i'm out of it... Ill use my brain tomorrow...

Go to your local dealer with your original key to your car and with the ecu they'll take care of it . If you look, the cluster, when you plug in the prelude ecu and key to ignition, the immobilizer key light (green) should flash.

It is absolutely the immobilizer. There is an immobilizer in the P5M ecu.

And 99CcordMTF23 is correct about the auto ecu check system.

I'm not trying to sound stubborn, but I specifically got a jdm/edm ecu without an immobilizer. If you look at the picture of the ecu board I posted, there is not an immobilizer present. All the research I did showed that jdm/edm ecu or obd1 would take care of my immobilizer problem because there wasn't one present in either ecu. I took another look today after double checking all fuses and relays I could reach. With either ecu with the proper key, the green key on the dash does NOT show up. However, with a blank key, the light flashes on both. So the tumbler immobilizer ring is obviously working. Would that not be a relay or something causing the problem? Or a sensor not hooked up correctly?
