Btw, do you work for Honda? Otherwise, how do you find info like this?

Hope that solves your issue as thats the only thing i can see possibly moving in your video if you already checked the wheel bolt. & no, i don't work for honda lol.

Despite my initial excitement, that didn't fix my issue :(

When I said steering lock, I mean anti-theft lock, not tilt lock. Only when the anti-theft lock is engaged, there is no flex.

In fact, I've identified the source of flex:

The flex is coming from the inner shaft. But I can't find a fix for it...if nothing works, I might consider placing a bid for this item:
