Someone please tell me why people paint their high beams (if separate bulbs than lows) and fog lights yellow? I never quite understood the point. Is it solely form or is there function to it?

There is actually a benefit from having yellow light emitting from fog lights in certain weather. However, that is better done by having yellow bulbs than painting tinting a lens or painting the reflector.

As for painting the high beam reflectors, it’s mostly for looks.
