Are those rust spots on the inner right side of the spoke able to come off as well?

gave my dad $21.00 to get my car inspected after I leave for basic. Also replace my headlight bulb that been burnt out for, oh i dont know, 3 weeks.

i think i'll have my dad take the car to our family mechanic and have him take care of the timing belt, water pump, and all the other belts. i'll finally have the money, and wont be able to spend it, so i figure get that **** taken care of when im not home haha
