OK, first you want to located where you VTEC solenoid is.
If you're facing the car from the front, The solenoid is locted just in front of the upper left hand corner of the valve cover.
After you locate it, you must remove three bolts
Once done, remove the bracket holding the VTEC connectors.
PS...This is what people would tap into when creating a VTEC indicator light
Once done, pull the solenoid off the housing.
Don't worry, there will be a little oil there
After removing the solenoid, look at housing and you sill see a spring loaded actuator
This actuator moves up and down into the soleniod
That part is probably stuck. What you have to do is free it up by pressing on it.
That will compress the spring and release it a little.
You may have to do it about 10 times B4 it's free playing
If you want you can spray some carb cleaner there also
Once done you can put a little oil on your finger (or in a small top) and put it around that area.
Put everything back together.
Make sure you put the bracket holding the VTEC connectors on TOP and not in between the solenoid and housing.
It should between the top of the screw/bolt and the metal part where the solenoid is.
Follow this link to clear your CEL
Start the car and let it get into normal operating temperature.
If all goes well, the CEL should stay off and you should be able to go past 4K RPM's
I do recommend changing your oil asap
