500cc is perfect imho, they don't make many of them anymore but the fact is that a used bike is a much better investment than a new bike for a first time rider

ive been riding awhile, had zx6r zx10 and a few choppers. right now im into old school hondas. im rebuilding a 75 honda cb 360t. i think 600 is a perfect starter bike. if you go 250 you will be unhappy after a month or so... go 600 and ride responsible and youll be fine

I ride a gsxr 07 600 and a 09 1000. 250 is going to be a waste eventually because you probably wont be able to sell it later. If your going to ride a gsxr 600 08 and above have a mode selector switch which allows you to turn down the amount of power until you get used to the bike. But my moto is its only going to go as fast as you twist the throttle.
