Newer as in a newer part number. That usually denotes a vendor change of some kind. The parts themselves are physically identical.
And, unfortunately Honda never made a set of rear all-season mats for the Accord up through 2002, ironically they never did for the 99-03 TL or 01-03 CL either. Why, I have no idea.
