Does anyone know where i can get a pair of yellow fog lamps that are quality

you could always buy normal lamps and put a yellow film over it

yes they do but from your post it sounded like you wanted the lamp lens to be yellow.

I actually did a little modification to my bumper and was able to fit some civic eg fog lights.

It actually doesn't look that bad, what kind of brackets did you use to hold it?

Get the yellow film, it will help protect against cracks. I wish I could go back in time and follow my own advice.
