High Power LEDs opinions needed...

I'm having trouble finding an LED that will fit in the license plate bulb holder that has some sort of heat dissipation. What happens is because the light has to stay on it gets hot and melts. Any ideas?

Def stick to 20 lumen for license plate light.

I bought another sets of 168's xenons leds (4 total) to finish up the door lights and since I will have an extra one I mind as well replace the license plate light.

Does anyone know if its legal in California for this mod? Or is it considered to be "a blue light" that will get pulled over for.. The new lexus plate lights look badass and they get away with it....
