There is probably a short to ground before the horn switch which is causing the horn relay to stay powered and send current to the horn itself. Let me know if you need to see a picture, I have a factory service manual and I am ASE certified in electronics.

If there is a horn relay, you could check to see if the relay is stuck by switching it with one of the lighting ones (if they are the same).

The horn relay is in the relay box (black box near the back/ left in engine bay). The cover to the box labels their position. (At least for 00 ex sedan)
