Not if you hit vtec all day to hear that wonderful sound!

Short ram will give you a few more miles per gallon, keep it for a while and it'll pay for itself in a sense. Get one for cheap from eBay and once the filter gets a little dirty put a k&n filter on it.
The power gains of a name brand k&n or aem intake over an ebay with a k&n filter are little to none.
If you get heavy rain and snow get a short ram.

I would always suggest a CAI. There are a couple other things that can be done if sound is the goal. A TB spacer for starters.

There are also many discussions about intakes, etc.

If you are considering a CAI and weather is a concern, then I would recommend getting a bypass valve as well.
