Wait wait, is this a normal thing? Or once again just strict Cali thing?

I've never once in my life heard of something happening like that. Not even during an emissions test. Around here at least.

It's probably a strict Cali thing. At the end of the month, police will try and find anything to get you on. Modified exhaust, window tint on the front windows...

I think I still have my stock 4cyl sedan exhaust not 100% sure but your welcome to borrow it to get it signed off but you have to make the drive though. I don't have a stock cat though. :p

I think there's a limit on how loud exhausts can be (around 95db I think). So if you got that fix-it ticket because it was loud, then I'm guessing that they may have you run the engine to validate that it was fixed. Hopefully they don't bust out with a sound meter.

My last fix-it ticket was because I had a blue/hyperwhite bulb for my front signal lights. Said I was impersonating a police car  Changed the bulb and paid $10.

I hope not either. My impression at the few times I've had to go to the chp for an exhaust ticket, was that they have other people's cars to look at and deal with that they just wanted to go outside, look at the muffler change, possibly just hear the car, then go back inside and on the next one. I've tried inquiring about having the exhaust below a certain db level and i've gotten "once you change your muffler, it's technically modified..." and other reasons along those lines... I dunno. i guess it depends on the cop and his mood at the time. haha.
