Well the idea is that two perches lock against each other for security and distribute the weight of the car over both of them rather then the weight being put on just one thin perch/only a few threads.
Some people take a perch off and they set the coils all the way down to achieve an extra ~1cm drop(which is actually not recommended by Tein themselves but many think they know better then the company that made them).
If you still can get in contact with the person you bought them from...i'd say simply ask them if you can have the perches they never gave you.
Lastly, might want to state at what dampening position is the front shock locked at...
