I decided to be a bit brave today, and took apart the instrument cluster myself.
Purely from observation, the lower the needle is, the more responsive it becomes but is more likely to make sudden movements (accelerating quickly would result in a sudden jump from 20-40mph). When you switch off the engine, the needle is more likely to float a few mm above the needle stopper. The higher the needle, it seems like the needle 'lags' upon throttle response, but moves smoother instead of sudden movements. It also seems to drop quicker when you reduce speed, so it easily rests on the needle stopper when the engine is turned off.
Anyway, I think I've managed to get my needles working 'adequately' although still not perfect. But now I'm facing the problem of looking for a new black plastic frame, since I was rather stupid enough to try and clean the black diffusers with alcohol (thinking it was just plastic like the rest) resulting in horribly bright streaks through my left blinker light....
