The bigger the city, usually the faster traffic is...
Minneapolis: 70-75mph in the fast lane is normal
Chicago: 75-90mph in the fast lane
It really differs across the country, my hometown is near the Minnesota/Wisconsin border. You can literally cross the bridge at 75mph (10 over) and then be going the exact speed limit because Wisconsin drivers are idiots around my area. Once you get to know an area, you know when you can and can't speed. There is a town by the river where a few of my friends have been pulled over and ticketed for doing 32 in a 30, but there are some places where I know I can rip through a 30 at 50 and the cops don't care.
90-100 in the fast lane seems a little ridiculous though, maybe it was just that group of cars.
