My balance shaft belt is gone, so no it's not just as important. The engine runs better without the drag from the b.s., gas milege is up as well.

Yes. The balancer shaft belt is useless from a performance stand point. All it does is reduce engine vibration to increase occupant comfort. You can just leave it off if you want.

Whether or not it ups your mileage, in theory sounds about right. Practically, could be hear-say...

As for the OP, your sluggish throttle response is probably your cam being off by 1 tooth. Double check the mechanical timing.
