in what world is 23.5k a year "low kms"?

ask about recent work done to it because it doesn't look very well maintained even in those tiny pics...look at the 2-3 years of dust on the steering column and the windshield fluid light on in the dash (how many people on this site even know our cars have that? )...interior is filthy...upper driver's side headlight bracket is broken so check that side carefully...

$3500 would probably be a decent deal since cars are a little more expensive in canadaland, but i doubt they'd go down $1300.
