A full coilover consists of a shock and spring, to put it bluntly. Your suspension choices are...
1) Full coilovers - both height and damper adjustable, usually a firmer setup unless you go with Tein, etc.
2) Shock and spring combo - mating an aftermarket shock like Koni, Tokico, etc with a lowering spring like H&R, Eibach, etc. This is usually a softer and less versatile setup, but an adjustable shock like Koni's have damper and height adjustability so it can be sort of versatile.
3) Shock and coilover sleeve - using an aftermarket shock like Koni, etc with a coilover sleeve (linear spring w/adjustment collar), this is between full coilovers and and a shock/spring setup, so to speak.
